Turning to the Kings of the Earth

Rav Yehuda proposed that Klal Yisroel should appeal to the nations. In Raglei Mevasser he wrote, "The salvation of Israel lies in addressing to the kings of the earth a general request for the welfare of our nation and our holy cities, and for our return in repentance to the house of our mother... our salvation will come rapidly from the kings of the earth." His plan called for an Assembly of Jewish Notables to plead the case for the return, and for settling the land with funds from a tithe, a tenth of each Jew's income, similar to the halukkah already used to support the religious communities of the four holy cities.
