Two Covenants of the Jewish People
The Rav taught that the Jewish people have always been bound together by two covenants. The covenant of destiny (brit yi'ud) unites Jews through their commitment to halachah. The covenant of fate (brit goral) is the willingness to belong to a people chosen by Hashem for a sacred mission, and it includes the shared fate of persecution that all Jews face, whether or not they keep halachah. He held that Jews who do not keep halachah fall short in the covenant of destiny, yet remain bound with observant Jews in the covenant of fate.
